65. Every person who contravenes the second paragraph of section 23 or paragraph 4 of section 36 commits an offence and is liable, in the case of a natural person, to a fine of $1,000 to $100,000 or, in other cases, to a fine of $3,000 to $600,000.

65. An offence against any of sections 5 to 11, 21, 22, 24, 25, 28, 29, 31 to 33, 35 to 37, 39, 40, 43 to 45, 56 or 64 makes the offender liable:
(1)  in the case of a natural person, to a fine of not less than $5,000 and not more than $25,000;
(2)  in the case of a legal person, to a fine of not less than $20,000 and not more than $500,000.
The fines shall be doubled in the case of a repeat offence.
